Bah - try driving an empty chassis (for a dump truck) with air brakes. On city streets. Now that’s a challenge!

You don’t need them to drive a vehicle with air brakes in PA, if it’s not for commercial use. Particularly for older trucks that have classic or antique plates on them.

Depending on the weight of it you don’t need a CDL or air brake endorsement for that. If it’s 26k lbs or less, you can drive something like that on a regular driver license...my work truck is a Freightliner Business Class M2 with air brakes and I don’t need a CDL to drive it.

If it’s only got two axles it’s a class-5 vehicle here, like any other. I only need to upgrade to a class-3 (I.e CDL) license if I was pulling a trailer larger than GVWR 4540kg. Airbrake endorsement is still necessary though... But I’ve got that already so whatevs.
But the lights and siren mean it’s a class-4 vehicle. You’d need a class-4 license to drive it just because of lights and sirens.
